For the past 25 years Professor Stein has been researching the problems and challenges faced by young people leaving substitute care (foster and residential care) and, recently, the experiences of children and young people living on the streets, running away from care and vulnerable adolescents. He was involved in the preparation of the Leaving Care Guidance for the Children Act 1989 and the Children (Leaving Care) Act 2000 as well as training materials for both Acts.  He has been consulted by government, local authorities and voluntary organisations on the development of leaving care services nationally and internationally.  He is currently involved in the development of an international network of leaving care researchers.

• The Care Planning and Permanency Seminar Series - Leeds Children Services' Senior Management Team commissioned Nina Biehal and Mike Stein to deliver a series of seminars to them on care planning and permanency. The aim was to update them on the latest research to assist them with service development. The seminars drew on Nina Biehal's previous research on permanency for looked after children and Mike Stein's work on transitions from care.
